The following guidelines are helpful in filing a complaint with NHRC:

  • A victim or his representative can raise a complaint with NHRC
  • The complaint with NHRC is necessary to be in writing. Hindi, English, or languages in the 8th schedule is allowable to file complaints. One complete set of complaints is necessary for submission at NHRC.
  • NHRC complaints can be through email, post or fax
  • There are no fees for registering a complaint with NHRC.
  • Your complaint should explain the violation of any human right. Give details about any abatement thereof. Describe the negligence of public servants in preventing such violations.
  • Registration of complaint is advisable within one year from the date of the alleged violation.
  • Enclose supporting documents of the alleged violation of a human right along with the complaint.
  • The complaint has to contain the victim’s name/age/sex/religion/sex / District and State of the incident etc.
  • It is preferable to submit the complaint available with SHRC. It makes the processing of your complaint is easy and quick.
Complaints Which are not entertain-able by NHRC
  • A complaint which is illegible may get rejected

  • Petty and unimportant complaints are unacceptable by NHRC
  • Any issues pending with SHRC / any commission are unwelcome.
  • Issues later than one year from the date of the alleged violation of a human right is unacceptable.
  • Complaints against public servants are not allowed
  • Problems with civil disputes like property disputes, and contract disputes are not entertainable.
  • Complaints of services are not considered by NHRC
  • Industry or labour problems are not entertain-able by NHRC
  • The complaint that does not point out the specific human rights violation gets rejected
  • Issues which is sub-judice before any tribunal or court
  • The issues covered by the commission’s decision are not acceptable.
